GODSDAY ORUBEBE WHO ALMOST RUINED ANNOUNCEMENT OF 2015 PRESIDENTIAL ELECTION TO FACE COURT FOR CORRUPTION CHARGES

 

The Code of Conduct Tribunal has fixed November 9 for the arraignment of a former Minister of Niger Delta Affairs, Godsdey Orubebe, on a four-count charge bordering on breach of the Code of Conduct Bureau and Tribunal Act.
Mr. Orubebe almost derailed the 2015 presidential election when he disrupted the announcement of results after he accused the former INEC chairman, Attahiru Jega, of bias.
The Code of Conduct Tribunal has now served Mr. Orubebe a summon directing him to appear before it to face corruption charges.
A statement by the spokesperson of the Tribunal, Ibraheem Al-hassan, on Friday, said the charges were filed on October 8, 2015 by Peter Danladi of Code of Conduct Bureau, on behalf of the Attorney General of the Federation.
According to the release, some of the charges against the former minister are :
“That you Godsday Peter Orubebe, while being a Minister of Federal Republic of Nigeria in charge of Niger Delta Affairs, on or about June 29th 2011 did make a false declaration in your Asset Declaration Form by failing to declare Plot 2722 Kyamu District Abuja on assumption of office on 26th September 2007 and on leaving office (at the end of your tenure), on June 29, 2011 and you thereby committed an offence under section 15 of Code of Conduct Bureau and Tribunal Act Cap C15 Laws of the Federation of Nigeria 2004 and as incorporated under paragraph 11(1) & (2) of part 1 fifth schedule to the Constitution of the Federal Republic of Nigeria 1999 (as amended) and punishable under section 23(2) of the CCB & T Act and as incorporated under paragraph 18 of part 1, fifth schedule to the Constitution of the Federal Republic of Nigeria (as amended).
“That you Godsday Peter Orubebe while being a Minister of Federal Republic of Nigeria in charge of Ministry of Niger Delta Affairs, on or about June 29, 2011 did made a false declaration in your asset declaration form by failing to declare Plot 2059 Asokoro district, Abuja on assumption of office on September 26, 2007 and on June 29, 2011 and you thereby committed an offence under section 15 of the CCB & T Act, Cap C15, laws of the Federation of Nigeria 2004 and as incorporated under paragraph 11(1) & (2) of part one fifth schedule to the Constitution of the Federal Republic of Nigeria (as amended), and punishable under section 23 (2) of the CCB & T Act and as incorporated in paragraph 18 part 1 fifth schedule to The Constitution of the Federal Republic of Nigeria (as amended).
“That you Godsday Peter Orubebe being a Minister of the Federal Republic of Nigeria in charge of Ministry of Niger Delta Affairs on or about September 19, 2012 asked for and accepted the sum of fifty million naira from one Pastor (Dr) Jonathan Alota as bribe for the contract awarded in favour of his company, Chemtronics Nigeria Limited and you thereby committed an offence contrary to section 10 of the CCB & T Act CAP C15 laws of the federatiuon of Nigeria 2004 and as incorporated under paragraph 1 Federal Republic of Nigeria and punishable under section 23 (2) of CCB & T Act as incorporated under paragraph 18 of part 1, fifth schedule to the Constitution (as amended).
“That you Godsday Orubebe while being a Minister of the Federal Republic of Nigeria in charge of Ministry of Niger Delta Affairs, on or about 2013 asked for and accepted the sum of twenty million naira from one Pastor (Dr) Jonathan Alota as additional bribe for the contract awarded in favour of his company Chemtronics Nigeria Limited for the construction of skill acquisition Centre at Edo State for the sum of one billion seven hundred and ninety nine million, nine hundred and fourteen thousand two hundred and fifty naira eighty eight kobo only (₦ 1,799,914,251.88K) and you thereby committed an offence contrary to section 10 of CCB & T Act as incorporated under paragraph 18 of part 1 fifth schedule to the Constitution of the Federal Republic of Nigeria (as amended).”

The long time awaited ministerial list

Buhari submits 21 names and announced himself as the substantive minister of petroleum.

Senate President, Bukola Saraki, on Wednesday received the ministerial nominees list at about 4:56pm from the Presidency but said the content of the presidential communication would be read on Tuesday.
The Senate had adjourned plenary at 2:00pm on Wednesday till Tuesday, October 6.
Sources said 21 names were contained in the list.
The Chief of Staff to the President, Abba Kyari, in company with the Senior Special Assistant to the President on National Assembly Matters (Senate),   Ita Enang, delivered the list in a sealed envelope to the Senate President in his office.
Saraki, who left the office around 5:30pm, later spoke to journalists through his Special Adviser on Media and Publicity, Alhaji Yusuph Olaniyonu, explaining that the list would be read on the floor during plenary Tuesday next week.
“The Senate president received the ministerial list around 5:00pm this evening but no action would be taken on it until next week Tuesday. The envelope is still sealed,” Olaniyonu told journalists.

Also said to be on the list are Kayode Fayemi, a former governor of Ekiti State; a former Governor of Anambra State, Chris Ngige; and a one-time Governor of Abia State, Ogbonaya Onu.
Malami Abubakar, SAN, a former National Legal Adviser to the defunct Congress for Progressives Change; Aisha Alhassan, a former governorship candidate of the APC in Taraba State; and Amina Mohammed, a special adviser to the Secretary-General of the United nations, Ban Ki-Moon, also made the ministerial list. Same for a former finance commissioner in Ogun State, Kunle Adeosun.
Curiously, the Group Managing Director of the Nigerian National Petroleum Corporation, Ibe Kachikwu, is said to be on the list, perhaps to combine his headship of the NNPC with junior petroleum minister. portfolio. Buhari has already announced himself as the substantive Minister of Petroleum.
The President had pledged that his ministerial nominees would be submitted to the Senate for screening and approval before the end of September thus raising fears on Wednesday that Buhari had failed to keep his promise to Nigerians.
Also, the Senate had earlier on Wednesday announced that the President had yet to send the list of ministers.
The Chairman, Senate Ad-hoc Committee on Media and Publicity, Dino Melaye, who addressed journalists shortly after the Senate had adjourned to Tuesday next week, however urged Nigerians not to lose hope because the September deadline given by Buhari would not expire until midnight.
Melaye had said, “We want to announce that we are still waiting for the ministerial list from Mr. President and I want to advise that there is no need for agitation as September expires by 12 midnight today (Wednesday).
“We want to assure Nigerians that as soon as we get possession of this list we will communicate same to Nigerians through the National Assembly Press Corps.”
He had also reiterated his earlier statement that the Senate “will attend to the ministerial nominees expeditiously but diligently, once the list was sent by the President.”
“Due process will be followed and I repeat that it is not going to be business as usual; we are going to properly screen all nominees and only those who meet the constitutional and moral requirements shall be cleared,” he had added.
Melaye explained that the Senate would as from next week start the consideration of all the communication earlier presented to it by the President concerning some appointments made while the Senate was on recess.
Buhari had on Tuesday sent a letter to the Senate, seeking the confirmation of the appointment of Prof. Umaru Garba Danbatta as the Executive Vice-Chairman of the Nigerian Communications Commission, for a first term of five years.
Buhari in another letter sought the confirmation of the appointment of Dr. William Babatunde Fowler as Executive Chairman of the Federal Inland Revenue Board for a four-year term while in another letter, the President sought the confirmation of the appointment of the Managing Director and three executive directors for the Assets Management Company of Nigeria.
The nominees are Kuru as Managing Director; Kola Ayeye, Eberechukwu Uneze and Aminu Ismail as executive directors.
However, the Senate Minority Leader, Godswill Akpabio, had during plenary on Tuesday expressed concern that the Senate president did not read out the list of ministerial nominees despite the fact that newspapers had reported that it was in the Senate.
Akpabio, who had raised a point of order, citing order 14, also noted that the situation became worrisome in view of the fact that the September 30 deadline promised by Buhari would lapse on Wednesday.
But Akpabio’s argument had been countered by the Deputy Senate Leader, Bala Ibn Na’Allah, who explained that the list could still be sent before midnight on Wednesday.
Meanwhile, the Senator representing Osun Central Senatorial District, Prof. Olusola Adeyeye, was on Wednesday announced as the Senate Chief Whip by Saraki.
Adeyeye was unanimously endorsed by the South-West caucus of the All Progressives Congress in the red chamber on June 24.
His name was on the list of principal officers approved by the APC leadership as contained in a letter addressed to the Senate president by the National Chairman of the party, Chief John Odigie – Oyegun, on June 23.

 YUGUDA EXPLAINED THE WHEREABOUTS OF GOVERNMENT'S  PLANE SAYS ITS WITH OVERLAND



The Bauchi State Government-owned plane that Governor Mohamed Abdullahi Abubakar said was allegedly found in Morocco is on lease to Overland Airways and the state government can contact the airline to find out the latest about it, former state governor Malam Isa Yuguda said in Abuja yesterday.
He said his successor “could not have discovered” the plane because a 15-page report on it was contained in the handover notes he handed over to Abubakar.
He said he even included a paragraph on the plane in the handover notes’ executive summary so that Abubakar would  not miss it.
Yuguda dismissed the lead story in yesterday’s Daily Trust which claimed that he had been invited by the Economic and Financial Crimes Commission (EFCC) to answer questions about the plane’s whereabouts.
He said, “EFCC has not invited me on this or any other issue. When they gave me a clearance, they told me that I have no further issues to answer. However, I am aware that some petitions have been instigated against me. Based on some of those, I may be required to come forward and offer some explanations and I am fully ready to do so.”
Yuguda said the full story of the plane, which was bought by the earlier administration of Governor Ahmadu Adamu Mu’azu, is contained in the handover notes and his successor did not need any assets recovery committee to discover what happened to the plane.
He said at the time he left office, the plane was on lease to Overland Airways, which he described as a reputable airline with a good safety record.
According to him, the plane underwent C-check in a Moroccan hangar and though it was certified fit to fly, smoke was emitting from the engine into the cabin, which necessitated dismantling the engine and taking it to Rolls Royce in England for a full work over.
He said that was where matters stood at the time he quit the Government House and he advised his successor to contact Overland Airways to find out the current state of things.
Yuguda also advised Governor Abubakar, whom he described as a childhood friend, to beware of rumour mongers, including those who say that he was trying to instigate the Bauchi State House of Assembly to impeach the governor. He said he would  never do anything to disrupt the peace and tranquility of Bauchi State.
He said during the handover he advised his successor to call him whenever he needed explanation on any issue. That offer still stands and if things are done that way it will avoid embarrassing claims like that of a missing plane when it was actually on lease, Yuguda said.

Aircraft conveying Nigerian pilgrims develops engine failure after 3 attempts at take off


A Boeing 747 model Aircraft with the registration number N5-MBB belonging to Max Air conveying 545 Kebbi State pilgrims to Jedda, Saudi Arabia for hajj in the early hours of today, developed technical problem after three attempts to take off from Sir Ahmadu Bello Sardauna International Airport in Birnin Kebbi.

According to one of the pilgrims, Aliyu Sani Zamfarawa , the incident occured around 1:39am.

"One of the engine of the plane developed fault after three attempt to take off from the airport. All the pilgrims in the airplane were in a state of shock and confusion as we all ran for safety as soon as the emergency exit was opened," he said.

Chairman Committee on Flight, Kebbi State Hajj Task Force, Sani Dododo said that ,"the pilot explained to us that one out of the three engines developed mechanical problem which they are making consultation to see how the problem will be solved. 

"The pilot also advised that another flight be brought to lift the intending pilgrims and the effected flight will be taken to Kano for repair."

Dododo urged the pilgrims to be clam, assuring that  the problem encountered "will be solved within some hours."

The Chief Press Secretary to Governor Atiku Bagudu,Alh. Abubakar  Muazu Dakingar,i while also confirming the incident on phone, said the Governor has ordered for the immediate deployment of another aircraft for the pilgrims in order to ensure that all our pilgrims are airlifted within deadline.

"The Governor has also ordered the immediate arrest of officials who shortchanged or refused to hand Basic Travel Allowance (BTA) to pilgrims," Dakingari added.

Our correspondent gathered that,the aircraft was conveying seven serving members of Kebbi State House of Assembly members, All Progressives Congress (APC) chieftains, some former Local Government Chairmen, Imams and the Governor's close associates as well as the intending pilgrims from Gwandu,Sakaba,Bunza and some part of Jega LGAs. 

It is however not clear the number of pilgrims that have been airlifted from the state so far.
SHOCKING; SCISSORS FOUND IN THE ABDOMEN OF A NIGERIAN PILGRIM


He was however told by the Policemen to remove all metal objects on him. But when he came back again to the machine, it kept on bleeping. He was then taken for a scan and he was told that there is a pair of scissors in his stomach.
“He was taken for a scan at the hospital and the big surprise was that it showed there is a big scissors inside his abdomen,” the Saudi daily ‘Al Wata’n said.
“When he was told about it, the pilgrim got a shock. He said that he underwent a surgery nearly 15 years ago but never had any pain,” the paper added, without saying whether the pilgrim was allowed to continue the holy journey.

A WOMAN REPOTEDLY GAVE BIRTH TO SLIPPERS AT AZARE THE HEADQUARTER OF KATUM LGA. BAUCHI STATE.

A woman reportedly gave birth to slippers at the General Hospital in Azare, Bauchi State.
Residents of Azare and Nigerians in general are still in shock owing to the news of the woman.
According to an exclusive NTA report, 25-year-old Amina Usman who had no history of pregnancy was rushed to the hospital on Saturday 30th of August because she was complaining of movements within her womb.

Some drugs were then prescribed by the Principal Nursing Officer, Ahmad Yaro for her to reduce the pain. According to Yaro, few minutes after Amina was discharged, his attention was called that Amina had been delivered of a slippers.

Nigerian pilgrimage officials arrested, imprisoned in Saudi Arabia


The coordinator of the National Hajj Commission (NAHCON) in Mecca, Suleiman Usman, has disclosed that some Nigerian pilgrimage officials were arrested and taken to prison by the Saudi authorities for trespass.
Mr. Usman made the disclosure while paying a condolence visit, Sunday night, to three Nigerian states that lost six pilgrims in the Mecca crane accident.
Six Nigerian pilgrims including one male from Kaduna State, four females from Gombe State and one male from Katsina, died in the tragedy on Friday.
The coordinator said the affected officials were medical personnel arrested for embarking on a trip outside Mecca without official permit.
“We are trying to secure the release of our medical team, who were arrested and taken to prison by Saudi security, while travelling from Jeddah in an ambulance,” the coordinator said.
Mr. Usman, who did not disclose how many officials were affected, and the states they represent, appealed to pilgrims to desist from traveling outside Mecca without official permit, at least until after Arafat.
“Pilgrims should not leave Mecca at least until after Hajj and with official permit. They should also ensure adherence to the laid down rules and regulation of the Saudi authorities,” he said.
Commenting on the Friday tragedy, Mr. Usman said rescue officials were able to identify Adamu Kargi from Kubau Local Government Area of Kaduna State from his uniform as he was not carrying his identification cards.
“We were able to identify the deceased from Kaduna State by his uniform because at the time of the accident, he was not bearing identity card and the hand identification band. But, we commend our pilgrims for wearing their uniforms all the time,” he said.
school building collapse in JOS THE HEADS QUARTER OF PLATEAU STATE
At least seven people were killed when a school building collapsed on Sunday in Jos, Plateau State.
A witness said Abu Naima Primary and Secondary School in Bukuru, Jos South local Government Area, said to be an Islamic school, collapsed on Sunday evening killing some of the pupils.
The incident happened at about 6:30 p.m.

Good names-better than vast personaI estates Osinbajo challenges Nigerian leaders

 

In a bid to inspire a new crop of visionary elite in the country, Vice President Yemi Osinbajo, SAN, has called on Nigerian leaders to aspire to win the people’s heart rather than enrich themselves with state resources.
According to him “our history reminds us of the visionary leaders in Nigeria, who fired our imagination through their vision, diligence and selfless service, who did not live or fight to enrich themselves, they did not leave vast personal estates behind, but their names and legacies live in the hearts of the people.”
The Vice President stated this Saturday at the opening of Northern Reawakening Forum (NRF) Summit at the Transcorp Hilton, Abuja.
Mr. Osinbajo recalled Nigerian founding fathers in the North such as “Sir Ahmadu Bello, Sardauna of Sokoto, Sir Abubakar Tafawa Balewa, Mallam Aminu Kano, J. S. Tarka and countless others who clearly understood the varied issues afflicting the region, thought through them, laid the plans and worked selflessly to realize them”.
He commended the present crop of Nigerian leadership to such selflessness and vision.
Applauding the theme of the Summit, “Building a Safe, Secure and Economically Inclusive Northern Nigeria”, Prof. Osinbajo decried the derailment from the foundations set by the founding fathers which has led to the challenges confronting the country.
He expressed concern that Nigeria is “a nation of 170 million people, the sixth largest producer of oil, over a hundred varieties of solid minerals and precious metals, hundreds of thousands of hectares of arable land, the largest economy in Africa, yet desperately poor”.
But he observed that the challenges are the same all across the country, “saying the difference is not of a kind but in degrees”. He explained that in the Nineteen Northern States of Nigeria, the human development indices “are by far poorer than the rest of the country”.
Continuing the VP stated that while “the Northern States occupy about 70 per cent of the land mass of the country, they also have the highest infant and maternal mortality rates in the country, the lowest rate of child enrollment in schools, highest number of unemployed young people, highest levels of poverty and faces the challenge of inter-ethic and inter-religious conflict including the Boko Haram terrorism.”
The Vice President said the Northern Nigerian Economic Summit of 2012 was the first fora to call attention to some of the depressing statistics about the condition of the North.
Based on conclusions of the Summit, he said the North had some of the largest numbers of the out-of-school figures in the world.
However, the VP was optimistic that “dismal as some of these conditions might be, it does not have to define our future or that of our children”.
He was heartened by how the planners of the summit did not shy away from the tough issues – “from the girl-child education to the Alma-Jiri system, from women empowerment to the economic viability of states, from an immediate Marshal plan-like attempt at addressing the areas in conflict to how to create cooperation between states and stakeholders”.
The Vice President then assured of the Federal Government’s commitment to action on all issues that affect the life of Nigerians in any part of the country, stressing that the Buhari Administration had been very active in interventions in the North East, due to the immediacy of the crisis in that particular axis of the nation.
He also stated the need for short term strategy of immediate hardship alleviation as well as a long term plan to build the infrastructure that most closely affects the economic life of the most vulnerable citizens.
Besides, according to him, there is also the need to build institutions that would make more of an impact in the years to come and beyond.
Earlier, the Chairman of the Forum, Mohammed Kumalia, said discussions at the Summit would help in the rehabilitation and rebuilding of the North.
He also stated, among other issues, that the 2013 World Bank Report had shown that the North has the highest poverty index in the country, which the Forum seeks to redress.
The Chairman of the Northern Governors Forum, Alhaji Kashim Shettima, the Governor of Borno State, said the panacea for the backwardness and poverty of the North is addressing the problem of agriculture and agro-allied industry as well as creative ventures in region.
He also noted the need for a paradigm shift from elite nature of the North to embrace the poor segment of the region.

3 Nigerians injured in Makkah Grand Mosque tragedy – NAHCON

The National Hajj Commission of Nigeria (NAHCON) has confirmed that three Nigerian pilgrims sustained minor injuries in the crane crash in Mecca’s Grand Mosque in Saudi Arabia.
The Chairman of the commission, Abdullahi Mukhtar, who made this known at a news conference in Abuja, said the victims were responding to treatments in the Holy land.
Mr. Mukhtar, who did not name the victims, however, said that two were from Kaduna and one from Gombe.
He expressed deep shock over the sad incident but assured that it would not affect this year’s exercise in any way.
Media report had said that103 people died and over 200 others injured in the incident.
“On the commission’s part, we have advised the various states pilgrims’ board not to allow their pilgrims to go close to the Grand Mosque for now.
“They have adhered strictly to our directive and it is yielding positive results,’’ he said.
Mr. Mukhtar also disclosed that 53,800 pilgrims had so far been transported to Saudi Arabia as at Saturday.
He promised that the remaining prospective pilgrims would be transported to the Holy land before the deadline of Sept. 18.

 

Tinubu can never be as great as Awolowo – Tunde Bakare

 

Fiery preacher and pastor of the Latter Rain Assembly, Tunde Bakare, has said former governor of Lagos State, Bola Tinubu, does not belong in the same class with the former premier of Western Region, Obafemi Awolowo, and does not deserve to take the place of the late sage as the leader of the Yoruba race.
He said although both leaders made unique contributions in bringing the race together, Mr. Awolowo belonged to a special breed created by God and was only in the class of world leaders like Mahatma Gandhi of India.
Mr. Bakare stated this in an interview published in the second edition of The Interview magazine, a new monthly publication led by a former Group Managing Director of Leadership Newspaper, Azubike Ishiekwene.
Mr. Tinubu, a national leader of the ruling All Progressives Congress, holds the title of Asiwaju, one of the numerous titles also held by the late premier of Western region, who passed away in 1987.
Asiwaju in the Yoruba language means “the frontline leader.”
Mr. Awolowo founded the Egbe Omo Oduduwa in the 40’s to promote the culture and unity of the Yoruba. In 1951, he founded the Action Group, a political party that ran for elections in the First Republic.
He later founded the Unity Party of Nigeria, which swept the governorship polls in all the states in the old Western State as well as the old Bendel State in the Second Republic.
Apart from ruling Lagos State for eight years, Mr. Tinubu, a Third Republic senator, was believed to be the brain behind the merger of some opposition party into the APC in 2013.
The parties were the Congress for Progressive Change, All Nigeria Peoples Party, Action Congress of Nigeria and a section of the All Progressives Grand Alliance.
The party currently controls the federal government and 22 states, including five of the six states in Yoruba land.
But Mr. Bakare said Mr. Tinubu was yet to cross the kind of rivers rivers Mr. Awolowo crossed.
“What major river did he (Tinubu) cross?” Mr. Bakare fired back when asked by his interviewer if the former governor was not qualified to take the place of the sage who is widely described as the last authentic leader of the Yoruba.
Reminded that Mr. Tinubu was the major engineer of the merger that helped to bring the Yoruba together, the clergyman said, “And you think it was only Bola Tinubu who made that possible. I see. Which one came first, the chicken or the egg?”
He stated further, “Well, the answer is in the Bible. You are a preacher yourself. God first created the bird of the air and not eggs. The birds laid the eggs. If you see the picture of patriots and Nigerian leaders here, they are all a collapse of his.
“The people who are attempting to wear his (Awolowo) glasses do not have his vision, they attempt to wear his cap but do not have his brain, they attempt to wear his shoes but do not walk his ways. Show me the empire that Awolowo built with public funds. To a Yoruba man, there is no concept greater than Omoluabi.
“If you get to my father’s grave in a hut he built in 1922, which is now a museum, there is an inscription ‘bibire koshefowora” which means you cannot buy a good pedigree or familial background.
“I am not trying to take the shine off Tinubu’s efforts; he had laboured but he is not in the same class with Awolowo. Regardless of how many rivers he crosses, he is still Asiwaju Bola Tinubu and Awolowo is Awolowo.
“I have seen some paintings and pictures out there of Mahatma Gandhi, Awolowo and others and I just laugh and wonder why people can’t be themselves. When God needed a Mahatma Gandhi, he created one. So he did when he wanted an Awolowo. He created a T.D Jakes when he needed one.
“A young man once went to T.D. Jakes and said, ‘Pray for me that God will bless me and make me like you.’ T.D.Jakes asked him, “Are you sure.” “He said ‘Yes’ and T.D. Jakes said, “Let us pray. May you be homeless, go through hardship,’ and the young man jumped up and said ‘no, no, no, no, “and T.D. Jakes said, “That is what produces results.”
Mr. Bakare, who was the vice presidential candidate of the CPC in the 2011 election, said books Mr. Awolowo authored were still relevant today.
“You need to see books he (Awolowo) wrote and how they are still relevant today,” he said. “Years after he left the scene, he is still the numero uno Yoruba leader. Eagles don’t flock. You see one at a time.”

PMB commeserates
President Muhammadu Buhari has commiserated with His Majesty, King Salman, the people of Saudi Arabia and the worldwide Islamic community over the tragic loss of lives in yesterday’s crane collapse at the Grand Mosque of Mecca.
As details of the deaths and injuries sustained in the unfortunate incident unfold, President Buhari directed the Federal Ministry of Foreign Affairs and the Nigerian Embassy in Saudi Arabia to closely monitor developments and take necessary action to ensure the security and well-being of all Nigerian pilgrims.
President Buhari, according to a statement by his spokesperson, Garba Shehu, also urged all Nigerians to pray for the continued safety of their compatriots who are currently in Saudi Arabia for this year’s Hajj.
He prays that Almighty Allah will receive the souls of those killed in the incident and grant the injured speedy recovery.
PMB VOWS TO PUNISH SOLDIERS INVOLVED IN HUMAN RIGHTS VIOLATIONS.
President Muhammadu Buhari Saturday in Kaduna reaffirmed his administration’s total commitment to the rule of law and warned that proven acts of human rights violation by the Armed Forces would be punished.
Addressing officers, troops and newly commissioned cadets at the Nigerian Defence Academy (NDA), President Buhari reminded them that the rule of law applied to the Armed Forces as much as any other institution in the country.
“I wish to remind you of the Federal Government’s commitment to overhaul the rules of engagement and improve operational and legal mechanisms so that disciplinary steps are taken against proven human rights violations by the armed forces.
“We are committed to a thorough investigation of recent and any future occurrences of human rights violations by elements of our Armed Forces.
“While I applaud the integrity and sterling record of the Armed Forces as an institution, this administration will insist on the rule of law, and deal with any proven cases of deviation from laws of armed conflict, including human rights abuses.
“In operational conduct Nigerians expect our Armed Forces to keep law and order, and not to behave like bullies.
“Let me reiterate this administration’s commitment to due process, merit and total observance of the rule of law as central pillars of a prosperous and democratic society.
“Rule of law as an element of good governance applies to the Armed Forces as much as any institution in our country. It is therefore gratifying that all three Services have recently taken steps to emphasize strict adherence to rules in recruitment, promotions, procurement, project executions and civil-military relations,” the President said at the passing out of Officer Cadets of the NDA’s 62 Regular Course and Short Service Course 43.
Observing that security remains the most important challenge in his Administration’s “Change” Programme, President Buhari said the nation expects exemplary conduct and professionalism from officers and men of its Armed Forces at all times and in all situations.
“The objectives of our fight against terrorism cannot be realized without a credible and effective military. You must avoid any behaviour that will tarnish your honour and dignity as commissioned officers.
“Your commitment and loyalty to the Armed Forces and the nation must be total. I urge you to take your roles in the on-going process of rebuilding our Armed Forces very seriously,” President Buhari told the newly-commissioned officers.
Declaring that the Federal Government was pleased with the Armed Forces’ resolve to end the insurgency facing the country once and for all, President Buhari assured them of his administration’s determination to ensure the speedy provision of platforms and equipment they require to win the war against terrorism and meet their long term needs.

BOKO HARAM DESPERATE, RECRUITING RANDOMLY.




With the renewed efforts of Nigerian military forces currently fighting to restore law and order across the North-East, the Boko Haram sect is apparently gasping for breath and desperately recruiting anyone they can lay their hands on, especially at remote areas of Borno State. Daily Trust reports.
An encounter with fleeing villagers in Maiduguri by our correspondent revealed that on September 2, at night, gunmen suspected to be Boko Haram militants invaded a village in Magumeri Local Government Area of Borno State, recruiting youths to replenish their fast-diminishing ranks.
Baa Usman, 45, who arrived Maiduguri on September 3, told Daily Trust that when the gunmen stormed Ngubala village under Bamma district in Magumeri LGA, they besieged the area, going round houses, asking residents to come out and assemble in one place.
“When everybody was assembled in a particular location, the gunmen began selecting young, exuberant ones to sit aside for a preaching session, as they referred to it. They however allowed others, mostly women, children and those advanced in age, to go back home,” he said.
Usman added that the gunmen were seen in the village’s market on Sunday, the market day, though they did not harm anybody. They just went about calmly, buying foodstuff and some essentials, leaving immediately.
“The gunmen had been hitherto sighted moving around villages of Magumeri LGA, though they didn’t attack anyone. But they do sometimes seize cattle and food items and make away with them. They seem very calm when they’re going about their business, probably because soldiers are only present in Magumeri town, not in smaller, surrounding villages where the gunmen enjoy a sort of freedom,” Usman said.
Elsewhere in Mailari village of Konduga Local Government Area of Borno State, another group of gunmen had on the same Wednesday attacked the village, killing five residents and leaving scores injured, a source disclosed. He said though the details remain sketchy, those who sustained injuries from the attack have been since brought to the University of Maiduguri Teaching Hospital and are being treated.
The source added that the gunmen had succeeded in taking away many persons that could not run for safety, saying the kidnapped persons would have been forcefully recruited as fighters against their fellow citizens, stressing that the Boko Haram sect has been now losing strength and forced into mass recruitment.
The source also said it is clear that the Boko Haram sect is no longer selective in its current ‘aggressive recruitment drive’, because the group is currently being dealt severe blows by Nigerian military forces. He added that in the past, when the terrorists invade a village, they would be selective in kidnapping their victims, as opposed to the recent approach of grabbing anyone in sight.
Another twist in the tale has the violent sect reacting to the multinational forces from Nigeria, Niger, Chad and Cameroun blocking their supply of arms, food and fuel by resorting to using horses and donkeys for mobility in some parts of Borno State. Daily Trust gathered that there are very clear indications that the insurgents are running short vital supplies, including fuel for vehicles.
At Lassa, in the Southern part of Borno State, 93-year-old Ijefeda told said insurgents on horseback attacked his village, Yafa and abducted most of its inhabitants and those of nearby hamlets. “They came to Yafa on horseback and took girls, women and young men. We, the elderly ones, were about 20 and they basically ignored us as we battled with hunger and thirst for many, many days,” he said.
But, Ijefeda added, “One day we suddenly saw dust everywhere, accompanied by gunshots and in no time soldiers were all over the place. They rescued us and took us to Maiduguri and on the way I was discussing with other elders and for their villages, too, Boko Haram members rode horses to attack.” 
Modu Bukar was a fisherman at Baga before he fled after an attack. He revealed that insurgents in the area have formed the habit of raiding village markets for food. “At first they were coming around to buy fuel in large quantity, but the supply of fuel became very low. But the notion that they do not have a lot of money now may be inaccurate. Just last week at Karna village, after Tungushe, when the vehicle carrying the Amir (Boko Haram commander) of the area accidentally ran over bread spread on a mat for sale, he came down and asked his boys to pick up all the bread, put in their vehicles and he brought out cash and paid.”
Bukar added that recently, in Karna, the insurgents stormed in on horseback, killed six people, looted shops and homes, snatched the car of the Chief Imam of the village and used it to cart away their booty. “There are several complaints by travellers, farmers and villagers being dispossessed of their horses,” he said.  
However, there are no reports of horseback attacks close to the state capital, Maiduguri.
At Balle Mammani, about seven kilometers away from Giwa Barracks in the outskirts of Maiduguri where Boko Haram attacked and killed six people a few weeks ago, they carried out the attacks in vehicles and on foot.
Daily Trust also spoke to residents of Abadan, Guzamala and Kukawa, who said they were attacked recently by insurgents riding horses and donkeys, armed with sophisticated weapons. Because of that, it came as no surprise when some days ago, the Nigerian Army banned the use of horses and donkeys by the general public, particularly traditional rulers, in Borno State. The Army said the ban was necessary as members of terrorist group, Boko Haram, have turned to the animals as their means of transportation.
“Anyone found using a horse would be considered an insurgent,” spokesman of 7 Division of Nigerian Army, Col. Tukur Gusau, warned.

WE WILL NOT DECLARE OUR ASSETS PUBLICLY 

APC GOVERNORS
According to The Punch, the APC governors noted that they would not be forced to publicly declare their assets saying there is nowhere in the constitution that mandated them to do so.
The APC governors explained that they were only mandated to furnish the Code of Conduct Bureau (CCB) with information of their properties and not to the public.
Plateau state governor, Simon Lalong, told The Punch that it was not his duties to publish his assets but that of the CCB adding that the law required that he declared his properties to the CCB but silence about public declaration.
Lalong said: “I have declared my assets as required by the law and it is left for the Code of Conduct Bureau to publish it. I don’t think that the law makes it mandatory for me to publish my assets. Anybody who wants to know should approach the bureau for the form I filled and submitted to it.”

Taking a different view on why he would not declare his assets, the Imo state governor, Rochas Okorocha said that those drumming for his assets declaration are mainly the opposition party,  Peoples Democratic Party, who he said are still shock of their defeat at the poll. He added that  the reason for this call  by the opposition is with the intention to frustrate his government.
Okorocha said: “I will not rule the people of the state by public opinion. There were no calls for declaration of assets during the administration of former President Goodluck Jonathan.”
The governor decision was conveyed by his spokesman, Sam Onwuamado, who said that public assets declaration was an individual decision not a collective one.
On the part of Governor Rauf Aregbesola, of Osun state, he  said that he was not disposed to public  assets declaration as details of his worth  which he  had been sent to the CCB.
Aregbesola’s spokesman, Semiu Okanlawon said: “The constitution does not state that the governor should declare his asset publicly. I know that the governor has declared his assets to the CCB. The governor has met all the necessary constitutional requirements.”
Same applies to Nassarawa state governor, Tanko Al-makura, he kept mute on the issue of public assets declaration. The governor media aide, Tukur Ahmed, decline to comment on the issue of assets declaration of his principal.
On his part, Governor Adams Oshiomhole of Edo state disclosed that he will not publicly declared his assets.
Speaking through his mouthpiece, Kassim Afegbua, said: “My governor has said while it is constitutional for public officers to declare their assets, making it public is not a matter enshrined in the 1999 Constitution.
“Every public officer is bound to declare, but the idea of making it public is not in the constitution.”

Suspected Boko Haram terrorists on Friday detonated a bomb at Maikohi Camp – Nigeria’s largest Internally Displaced Camps (IDPs) – located in Yola, the capital of Adamawa State.
The attack killed seven people and injured 20, the National Emergency Management Agency, NEMA, said.
“Among the injured seven (7) were treated and discharged while thirteen (13) persons including four (4) NEMA officials are still at FMC Yola,” NEMA said in a Twitter post.
Witnesses said the bomb was planted inside a tent near the major warehouse of the camp where 200 displaced persons who had just arrived from Madagali Local Government of Borno State, had been camped.
The bomb exploded at about 10:30am, causing panic as some of the refugees fled the camp, our reporter said.
Sources at the hospital however said the death toll had risen to 10.
While condemning the attack, former Vice President Atiku Abubakar said in a statement posted on his Facebook page that “Many people I know were working as volunteers in the camp, including staff and students of AUN, who sustained minor injuries in today’s blast.
“Today’s attack is an attempt to break the spirits of the people who came to seek refuge. The perpetrators will know no peace.
“We refuse to be broken. We will win the war against terrorism. We shall overcome!” he said.

The Nigerian Army have finally Defeated Boko-Haram
The Nigerian military on Wednesday said it has destroyed all known Boko Haram terrorists’ camps and cells in the North East.
The Defence spokesperson, Rabe Abubakar, said this at his maiden news conference, adding that the camps were destroyed by troops operating in the region.
Mr. Abubakar said the terrorists have been “so militarily defeated and weakened” that they can never hold any part of the territory in that part of the country.
He said, “These terrorists have been subdued. Even if they are adopting other means and as they are re-strategising, we are also doing same.”
The defence spokesperson said the military had been coordinating air and ground assault to make sure that terrorists’ hideouts are completely decimated.
“As I am speaking to you, all the terrorists’ camps have completely been wiped out. So, right now they are completely in disarray, having no command and control of where to plan. We have even taken over the camps that most of them have even abandoned their bases and blended within towns and communities,” Mr. Abubakar said.
He also said some of the terrorists had been apprehended.
“We are making a lot of headways and a lot of achievements and people should know that Boko Haram is no longer strong enough to hold ground. Very soon this issue of whether they are in control of any territory in Nigeria or not will come to the open,” he said.
Mr. Abubakar, a colonel, assured Nigerians that no territory in the country will be taken captive by the insurgents.
He also said that significant progress has been made due to various strategies including morale boosting of troops by the chief of army staff, Tukur Burutai.
Mr. Abubakar said, “the issue of desertion, complaints of non-equipment and lack of morale and motivation are now things of the past”.
He noted that emphasis are now placed on credible training and retraining on the sanctity of human rights and protection of the combatants in the battle fields.
